First... This is true only AFTER the mail has been sent to the site from which you read email. For example, a site in Kathmandu getting a uucp mail feed for their users would have to download all of the entire messages before the users could even know that they might or might not be interested. Sites outside the US are often faced with VERY high costs combined with very slow speed lines.
Secondly, Chuck B's postings DON'T specify a subject that describes the messages. A recent message was posted with the subject: Telecom-related posting 2. However, deep inside the message itself is the subject: African net symposium (from an article by Tony Hall). Therefore, none of Chuck B's posting topics could be gleaned from the headers.
People *must* remember to use subject lines that are brief yet informative so that others can use the subject lines to decide what messages to read.
