As a journeyman specialist who found no appropriate _official_ channel through which to undertake development work, I suggest that some of you make the effort to reach a community-based organisation.

This may or may not be a more difficult initiative, but it will be more effective in ensuring that you know 'what they need' and they know 'where you're coming from'. Such a process of contact, negotiation, participation, etc, is likely to be more productive on the individual/community scale than a bureaucratic, para- military style programme insertion.
