LOCATION:  Atyrau and Kulsary, Kazakhstan
POSITION:  Office Manager/Administrator
DURATION:  Long Term

Project HOPE, a non-profit international health care education organization, is seeking a long-term Office Manager for Kazakh- stan. Project HOPE assists areas of the world in improving the quality of care provided to the local population by upgrading the training of local health care providers.

GENERAL RESPONSIBILITIES: Ensures the execution of duties necessary for the support of Kul- sary-based Project HOPE programs. Responsibilities include but are not limited to: reporting on imprest fund for the program; supervising the coordination of transportation; assigning duties for shipping and receiving of program equipment, supplies and long-term staff personal effects; maintaining all communications systems; providing orientation to new staff members and consult- ants; liaising with Atyrau and Kulsary programs and other Project HOPE programs in the N.I.S.; and providing information to HOPE Center.

SPECIFIC RESPONSIBILITIES: 1. Responsible for the bookkeeping of program expenses at the program site--handles petty cash and bank accounts. Prepares monthly imprest and end-of-year financial reports. Disperses funds for local purchase and salaries for local staff. 2. Responsible for training local administrative staff in vari- ous aspects of administration as relates to their duties, including preparing the monthly imprest fund report. In collaboration with the program Director, select candidates for management fellowships. 3. Responsible for receiving and sending communications to and from HOPE Center and other Project HOPE Program sites in the N.I.S. 4. Arrange visa invitations and extensions, as well as living arrangements for fellows and consultants. 5. Ensure that all Project HOPE personnel and fellows are met upon arrival in Kazakhstan. Arrange for accommodations and domestic flights for Project HOPE personnel traveling to other N.I.S. program sites. 6. Introduce HOPE personnel and fellows to other HOPE personnel and ensure that they are introduced to Russian counterparts. 7. Assist with orientation to daily living and ensure that daily living materials are kept up-to-date and transmitted to HOPE Center. 8. Responsible for arranging all business travel for HOPE pro- gram staff members. 9. Responsible for ordering equipment and supplies in accordance with Administrative Guidelines. 10. Facilitate obtaining photo opportunities and news stories and transmitting same to HOPE Center. 11. Supervises utilization of Kulsary-based HOPE vehicles, including official vehicles assigned to Project HOPE and drivers assigned to the program. 12. Coordinate and oversee the translation of program materials as needed and arrange for interpreters as needed. 13. Arrange for necessary local office facilities furniture, telephone, telex and office supplies. 14. Provide support to the Program Director and HOPE Center in the development of new programs in the N.I.S. 15. Prepare regular reports for HOPE Center as required, and others upon request. 16. Coordinate and liaise with the Administrative Assistant in Atyrau program site. When necessary, act as backup for this position. 17. Handle other duties necessary for adequate administrative support of the Project HOPE programs in the N.I.S.as assigned by the Program Director. This may entail travel to other sites.

PREREQUISITES:

1. Experience in administrative work required; experience in working overseas strongly preferred. 2. Organizational and management abilities, excellent judgment, extreme discretion, flexibility and ability to work under pressure required. 3. Basic knowledge of Russian preferred. 4. A bachelor's degree is desirable.
