THE FIRM:
Chemonics International Inc., a major development assistance contractor based in Washington, DC, seeks an experienced network systems architect for immediate deployment to its Real Estate Information System Rollout Project in the Russian Federation.
THE PROJECT:
The Real Estate Information Systems (REIS) Rollout Project is the continuation of a project begun in May 1994. The project involved the design and implementation of a computer-based information system to support land titling and registration in six cities throughout Russia. The Chemonics system is based on Visual FoxPro 3.0 using 486 and 586 personal computers and workstations. While Chemonics developed its system, a second contractor developed an alternative system in two other cities using RISC workstations and Oracle software.
The Rollout involves the design and preparation of a manual which contains institutional, legal, and technological alternatives for the cities. The Network Systems Architect will be required to define and document technological alternatives for development of the REIS. These alternatives will range from stand-alone systems using relatively simple database software to complex client-server systems using several different database packages in ODBC connectivity. These alternatives must be defined in the manual in such a way that they can be easily understood by administrators and systems specialists in the Russian cities.
Following development of the Manual, the Network Systems Architect will be assigned to a city in Russia with an Institutional and Registration Specialist to assist the city in developing a registration system. The city will be required to provide sufficient technical and institutional support to permit substantial development of the system in a five-week time period. Following the implementation period, the consultants will return to Moscow and fine-tune the Manual based on their experience in the cities.
REQUIRED EXPERIENCE AND EDUCATION:
5-7 years progressively responsible experience in the design, development, and implementation of database systems using networking technology in a file-server and client-server environment.
Experience in Oracle or Visual FoxPro 3.0 desirable.
Undergraduate degree in computer or information science required; masters degree in computer or information science desirable.
