The Scuola Superiore di Studi Universitari e di Perfezionamento S. Anna of Pisa, Italy, is a public institution for university education whose aims are to promote and advance scientific knowledge both through university study and also through doctoral research. The Scuola S. Anna upholds the time-honoured and illustrious traditions of colleges that preceded it. The Scuola can be traced back in its conception to the Ferdinand I College founded in 1593 at the behest of the Grand Duke to admit students of the Faculties of medicine and law and to the Sant'Anna Conservatoire instituted in 1785 for the education of young ladies by Grand Duke Peter Leopold of Lorraine. The Scuola is hosted on the premises of a thirteenth-century Benedictine cloister for nuns dedicated to St. Anne and on the adjacent convent of St. Jerome, formerly occupied by the Jesuit Brothers (1471-1668). The traditional goal of the Scuola is to train gifted young sholars for scientific research and the teaching profession, on the model of the Scuola Normale Superiore. The Scuola S. Anna provides confirmation of the special vocation of Pisa as the seat of academic institutions on the model of a university college, working side by side and in mutual support with the University of Pisa, as centres for the promotion of scientific knowledge and attracting eminent scholars from every region of Italy and from abroad. The Scuola also has a long-standing record of devoting particular attention to the labour market as a whole, represented by public bodies and firms, since these, together with an academic career, constitute the natural outlets for its graduates. The Scuola is composed of two branches: Faculty of Social Sciences (Economics and Management; Law; Political Sciences) and Faculty of Experimental and Applied Sciences (Agrarian Studies; Engineering; Medicine). The tuition schemes of the School are composed of: regular courses for those registred on University degree programmes and doctoral courses for degree-holders. The Scuola also organizes master courses and topic sessions on issues of particular cultural and scientific value, which may be held jointly with Italian and foreign institutions.

Training Programme: The Civilian Personnel of the Peace-keeping/Humanitarian Operations and the Election Monitoring Missions: Volunteers, Officers, Observers.

In the last few years the scenario of the international peace-keeping witnessed two fundamental trends: - a dramatic increase in the number of peace-keeping and of other peace-support operations, as humanitarian assistance and election monitoring missions; - a profound transformation in the nature of peace-keeping due to the development of the so-called multifunctional missions. This evolution determined an increase of the civilian component. The civilian personnel is inolved in a wide range of new tasks and duties, ranging from humanitarian assistance to human rights promotion and monitoring, from post conflict peace building to election monitoring. These developments have been reflected in some recent operations, e.g. in Cambodia (UNTAC), in Salvador (ONUSAL), in Mozambique (ONUMOZ), in Haiti (MICIVIH) and in Eastern Slavonia, Baranja and Western Sirmium (UNTAES). Other missions are carried out by regional organizations and in particular by the European Union and by the Organization for Security and Cooperation in Europe. Reference will be made to the European Union election observing mission in South Africa and Palestine, and to the OSCE mission in Bosnia-Herzegovina. These multidimensional operations require qualified and readily available civilian personnel. The growing complexity of this operations calls for a large group of people qualified and willing to undertake such assignments. As stressed in many UN documents we are facing a real need for training of civilian peace-keepers.

The Training Course: The Civilian Personnel of the Peace-keeping/Humanitarian Operations and the Election Monitoring Missions: Volunteers, Officers, Observers, organized by the Scuola Superiore di Studi Universitari e di Perfezionamento S. Anna, Pisa, is intended to fill this gap of training. The aim of this Course is to train, at a post-graduate level, a limited number of participants for the tasks usually assigned to the civilian peace-keeping/humanitarian operations and to the election monitoring missions. The Course provides an extremely high and specific preparation in a field where analogous training activities are scarce.

The Course maintains strong links with international institutions, as the United Nations, the European Union and the Organization for Security and Cooperation in Europe.

Organization The Course is organized by the Scuola Superiore di Studi Universitari e di Perfezionamento S. Anna of Pisa, in cooperation with: Istituto Affari Internazionali (Roma), Centro Militare di Studi Strategici (Roma), Centro Internazionale di Ricerca, Formazione e Documentazione sulla OSCE (Perugia), Croce Rossa Italiana (Roma).

Programme The programme is divided into the following 5 sections: I. Context (about 30 hours) Lectures on: Meaning and Categories of Peace Support Operations; International Organizations and Peace-Keeping; Geopolitics of Peace-Keeping; Establishment and Functioning of PKOs; Command and Control of Peace-Keeping Operations; Features of Civilian Peace-Keeping; Civilian and Military Partnership in PKOs.

II. Activities (about 30 hours). Seminars on: Administration of Territory; Education, Promotion and Observation of Human Rights; Election Monitoring; Humanitarian Assistance; Refugee Assistance.

III.The Personal Profile (about 25 hours) Seminars and practical training on: Selection, Recruitment and Legal Status of the Civilian Peace-keeper; Fundamental Rules of Conduct; Techniques and Procedures of Inspection, Observation and Reporting; Preventive Medicine; Personal Security; Stress Management; Gender Relations in Peace-keeping.

IV. Conflict Resolution (about 20 hours) Seminars, simulations and role-playing sessions on: Conflict Resolution; Techniques and Experiments of Intercultural Communication; Facilitating/Mediating/Negotiating Skills.

V. Case Studies (about 15 hours) Presentations on: ONUSAL; ONUMOZ; MINUGUA; UNTAES, the Administration of the City of Mostar by the European Union.

Method The Course, after the general background lectures, is devoted to operational procedures and constant reference to practice is made. Many aspects will be tested in practical exercices through the use of advanced role-playing and simulations techniques. Some meetings will be devoted to the personal experiences achieved on the field by participants and faculty members. Lectures and meetings on specific issues are foreseen. English is the working language.

Faculty The Course is conducted by distinguished and expert international faculty from both academics and applied settings. The teachers are chosen among academics, diplomats, officers of international organizations, police and army officers and ngo's activists.

Certificate At the end of the Course the participants who have attended at least 75% of the lessons will receive a Certificate of Attendance.

Follow up The Course will keep the up-to-date list of the participants and of their subsequent positions and assignments. The participants will be selectively proposed for the rosters and enlistment rolls of international organizations, national agencies, NGOs and research centres.

Requirements for admission The Course is open to no more than 40 participants. Applicants must have a university degree, in any field and they must have an excellent knowledge of the English language. Applicants will be selected on the basis of their curiculum vitae and of the information stated on their application form. The selection will be carried out by a special commission whose judgement is final.

Registration The total cost for the Course is 1.500.000 Italian Liras (around 1.000 USD) and includes registration, tuition, reference material and lunch on class days. A limited number of scolarships is provided. Some scholarships will cover the tuition costs and a very few will cover lodging and full board. In exceptional cases a complete financial assistance, covering also travel expenses, can be provided. The scholarships will be granted by a special commission to the applicants on the basis of their curriculum vitae. The commission's decisions are final. Preference will be given to nationals from non-OECD countries. Special terms are provided for those requiring hotel and full accomodation.

Admission procedure Applicants should fill out the provided application form. Candidates must enclose their curriculum vitae and three photographs. Applications will not be acted without all supporting documentation. Applications will not be accepted if, for whatever reason, they reach the Scuola after 12.00 p.m., 2 May, 1996.

The Scuola Superiore S. Anna will notify the selected applicants by mid-May, 1996.

Selected applicants must confirm their participation by 30 May 1996. If they don't, they shall be excluded from the Course.
