John Clark, Chief of the NGO Unit at the World Bank, spoke today at the Asian Development Bank in Manila. In his remarks he described a project funded by the World Bank on creating legal and regulatory frameworks which are conducive to the work of non-governmental organizations (NGOs). A discussion draft of a handbook has been produced, which is entitled GLOBAL STANDARDS AND BEST PRACTICES FOR LAWS GOVERNING NON-GOVERNMENTAL ORGANIZATIONS. I believe copies of the discussion draft can be obtained from Mr. Clark's office at the World Bank.
