Just think of it for a second: all the above described "problems" are pathologies characteristic of bureaucratic structures. Do you want to address the syntomps or the malady?
The choice is clear, we know we have an alternative to the bureaucratic structures (but please don't even think about re-engineering schemes and stuff like that which only try to cover-up the bureaucratic structure, it simply won't work!).
