Sexual confusion

Probably because I have no training in these subjects, I tend to
puzzle over what is no doubt obvious to the better educated.
        I can't understand why, for example, if men are the problem in
birth control the solution is education for women. I really don't see
where better job opportunities for women will lower the birth rate. This
would seem to imply that it is women who determine whether birth control
is used but, it seems as if the men are always getting the blame for
refusing to use it.
        While it takes two people to make a baby, it only takes one to
prevent that baby from being made, either one of the two participants in
the act. It seems as if this more or less divides the responsibility
equally. If he says he won't, she can say that he can't.
        We may live in a patriarchal world but, when it comes to sex,
men will often agree to almost anything, including paying, to get it.
This would seem to give women a lot of clout when it comes to who will
put on what.
        I've read where most prostitutes require men to use condoms. The
men apparently go along even though they pay for the priviledge. Why
can't wives and girlfriends do the same? Not every man is a rapist. I
would guess that a lot of men would give in if they were faced with an
