Dear Jon, the use of condoms as the solution for the problems must NOT be based on "weak" or worst yet "wrong" assumptions. The whole thing gets 'pretty' deep (Pretty et al. came up with a typology of participation comprised of seven classes). If people can only behave as goal-seekers (i.e., participating in return for an incentive at best) then the "ideal" of having condoms fix all the problems is just that an ideal (a conceived of but unattainable state). The only way to progress towards this "ideal" is if people behave as "ideal-seekers" and in order for them to do that they must have the *desire* and the *ability* (opportunity & resources) to do so and this cannot happen under a bureaucratically design undertaking no matter how many times the word "participation" or "participatory" is mentioned.
Ideal-seeking behavior, characterized by the desire and the ability to progress toward an ideal by choosing a new goal when one is achieved (or the effort to achieve it has failed) and to sacrifice goals for the sake of ideals can only take place under a Participative Democratic structure (see http://www.nmsu.edu/~iirm).
