Resident Services Coordinators [RSC's] are becoming more and more common in public and assisted housing in America. They face a certain communication problem, and isolation, because there is typically only 1 per complex, at most. They are particularly relevant in senior housing, where they address "aging in place" issues. They are very good in family housing, as well. They are typically the best grant applicants, for example, and spearhead the creation of locally-driven efforts like computer learning center creation.

It is easy to see housing as "bricks and sticks". Yet that leaves out the people. In America's third world, given the changing subsidy picture, we have no choice but to see a new "teaching/learning community" created. RSC's are at the "cutting edge" of that effort. Many start out as VISTA volunteers. There is even a nationwide conference of RSC's, in Ohio [mailto:jmonks@ncr.org 614 451 2151 for info], in July.

This will announce the creation of a listserver so that services coordinators and persons doing similar jobs can network. Subscribers need only to have an interest in RSC issues to subscribe, there is certainly no limitation on anyone who would want to subscribe.

I think you all received a 'Welcome' message that didn't pertain to the HUD-RSC mail list. Sorry about that. Below is the message that new HUD-RSC subscribers will now be sent. Please let me know if you have any comments or suggestions regarding this message.

Welcome! to the HUD-RSC mail list. This note provides general information about the list's function and operation.

The purpose of this mail list is to exchange information, opinions, questions and answers related to issues of community building, including social services coordination, economic development/job creation, computer center creation, crime reduction programs, social activities, community partnerships, resident organizing, community gardening, microenterprises, and anything else related to the creation and maintenance of healthy communities.

The list is open to anyone with an interest in this subject and a willingness to share their knowledge with others. The premise of this maillist is that an open dialogue among interested parties (including residents, owners, management companies, local community agencies, and HUD) facilitates problem-solving and encourages a more uniform administration of HUD programs.

E-mail for the list should be addressed to:

This list is 'externally moderated.' Messages from subscribers to the list are sent automatically without intervention of any sort. Messages to the list from outside (non-subcribers) cannot be distributed to the list without permission of the list manager.

When answering e-mail sent to the list, try to respond to the list and not just the individual who sent the e-mail. That way, all of us subscribers get the benefit of the reply. And *that* is how the list works.

While everyone is welcome to just 'lurk' and listen, remember that nothing is accomplished here without participation. List members are encouraged to (a) ask questions of other members on any relevant subject matter, and (b) contribute their knowledge, experience, and opinions.

List members can submit items to the list in a variety of formats:

* Information/News Items (e.g., news bytes relative to community building)

* Questions (e.g., "Does anyone know where to find . . . ?"; "How does HUD (a city agency, management agent, borrower/grantee, resident, etc.) do . . . ?"

* Discussions (e.g., the future direction of HUD programs, etc.)

When submitting (or responding to) articles for distribution via the mail list, please include your full name and professional association (agency, organization, business, etc.). Most often, the e-mail address is not sufficient by itself to give others this information. If you like, include your address, (voice) number, or any other information about yourself that you'd like others to have.

This mail list is one of six related lists that focus on HUD programs and issues:

The 'hud-multifamily' list is the most active and the most generic of the lists. If you subscribe to any of the other 'hud' lists, you should also subscribe to the 'hud-multifamily' list. If you subscribe to the 'hud-multifamily' list, you may also want to subscribe to one or more of the other lists related to special topics.
