Dear Eberhard,You're usually so sensible, so I'm surprised by your comment. That position with the USAID's Office of Foreign Disaster Assistance is a US government job, limited by law to US citizens. Maybe Americans are parochial, but they feel better having their citizens staff their government. "Secret" is not a very high level of clearance. I suspect it is need mainly because the incumbent would receive communications through the State Department that were originally transmitted in code. Also, even in the midst of a disaster, countries want people on the ground who don't have questionable backgrounds (like conflicting business interests) or an inclination to use their official position as a soapbox for their own personal agenda or the agenda of some group or foreign country. A background check for "secret" is what most employers would do when they hire someone--look behind the resume, check the references. The OFDA coordinator is mainly an administrator. The people hired to do the relief work--the medical teams or the folks building temporary housing, for instance-- presumably could be of whatever nationality.
