Financing solid waste programs

Hi,


I am trying to identify the different ways accessible to communities in
developing countries, to fund their solid waste collection operation. Any
idea is more than welcome.


International donors do not loan money to communities, but rather to
government. For communities to attract private funding, they have to show
trustable fund management, which usually is a problem. Would NGO's be the
accounting link? This appears to be the most accepted mechanism so far.
Please let me know of ay other mechanism.
