Of Course it did! Provided huge consulting contracts and research money to those who otherwise would have had little elese to do. Is that not enough?
By the way most rich countries give immigration for money without looking at how the money was acquired. Is that supporting corruption?
Is the large amount of useless consulting money that is sloshing around supporting corruption?
