billing regime for internet usage

This is the response of billing from the Malaysian side to b elinked to the
Internet.

Cost now fluctuate wildly due to unstable exchange rate. For 45 Mbps link, it's about RM 18 mil on MY half and about US 5 mil on US half. .. and we have to pay the full curcuit, unfortunately.

Can anyone explain to me why Malaysia has to pay for the full circuit ? l am not sure whether this is true for other countries as well. If my understanding is right, then US is not paying for any usage ? And if netphone should take off in the very near future, then many asian telcos will really be in red. Any comments.
