Robert,
I think that an excellent starting point for your course is
the World Development Report 1994 on "Infrastructure for
Development" published by the World Bank and available from
its bookstore.
The report in essence provides an overview on infrastructure,
its role, cuses of poor performance, new opportunities and
initiatives, options for the future, reforms, and potential
payoffs. The 250+ page report is full of facts, figures, case
histories, and experience from developing countries and
industrialized countries.
You can access the Bank publications list and order form via
the Bank Web at http://www.worldbank.org. You will also find a
host of other related publications.
