The Union builds its strengths from its members, networks and global alliances to safeguard natural resources at local, regional and global levels. ************************************************* IUCN seeks to employ an environmental economist as Global Coordinator for the IUCN Green Accounting Initiative ************************************************* This position offers a challenging opportunity to develop a new initiative aimed at strengthening the capacity of IUCN_s worldwide membership to link ecology and economics in the context of sustainable development planning. It combines applied training, technical assistance and facilitation objectives at national levels with a global policy mandate to promote the review and reform of approaches to economic valuation of environmental resources and the System of National Accounts (SNA). The Global Coordinator will be in charge of developing a programme of strategic partnerships that will include NGOs, Ministries of Finance and Environment as well as international institutions such as The World Bank and the UN system.
Tasks and Responsibilities:
***Prepare in consultation with IUCN programmes, members, commissions and partners a two year global work programme to promote SNA reform at national and international levels
***In collaboration with IUCN offices and members, facilitate the development of SNA reform initiatives in a selected number of countries
***Develop training and workshop modules to facilitate the establishment of national initiatives
***Develop strategic partnerships with key national and international institutions
***Coordinate, in partnership with IUCN members and partners an advocacy strategy to promote SNA reform
***Contribute to IUCN_s overall efforts aimed at integrating environmental economics in the work of IUCN_s Global Secretariat and its membership and commissions
***Assist fundraising efforts of IUCN partners and programmes
Qualifications:
This is a senior technical position requiring:
***An experienced and entrepreneurial individual with strong facilitation and communication skills
***Postgraduate qualification in economics or related subjects with a substantive economics component
***8 - 10 years of professional experience which must include applied work in economic and environmental policy and SNA as well as experience in working with NGOs, governments and international institutions
***Substantive knowledge of international institutions, conservation and sustainable development issues and the role of SNA in development planning and policy
***Fluency in English and sound working knowledge of either Spanish or French
The position will be based in Washington D.C. and will require extensive international travel (up to 4 months per annum). The appointment is for an initial period of 2 years (starting date: October 1996). Terms and conditions are commensurate with the responsibilities of this position.
