No one *but* the list administrator can do anything about making changes.
I suspect the reason there is no Digest option has to do with disk allocations at AmericanU; i.e. $$. If you want to circulate a petition, please do so (I'll even sign it), but otherwise this thread is as irrelevant to Devel-L as any other list management issue, such as, to name ones that come immediately to mind, Sub and Unsub.
In general, sending the message HELP to <listserver>mailto:@<listserver.address> will tell you what can be done and how to do it.
