I have today received the most recent issue of SIGMA  Newsletter,
which  has  prompted this note. In the first section,  I  provide
some information about SIGMA. In the second section, some  infor-
mation about the newsletter

The  most recent issue of the CCET Newsletter, Transition  Brief,
included a profile of SIGMA, an organization that may be of great
interest and importance to some members of the list. I am provid-
ing here part of the profile that was included in the newsletter:

        Public Administration Reform Supports Transition

Reform of the machinery of government, the public administration,
is an essential link in the process of transition.

Strengthening the capacity to govern not only helps drive the adaptation of legal frameworks and economic environments, but also facilitates integration into regional and global economic, political and defense structures.

SIGMA (Support for Improvement in Government and Management in Central and Eastern European Countries), a joint initiative of the OECD/CCET and the European Union (EU) Phare Programme, sup- ports efforts in administrative reform. Since 1992, SIGMA has provided assistance in:
