Would anyone be aware of any projects (past, present or in preparation)
concerning the creation of community access centers to information
technology (computers, software, & internet for ordinary citizens) in the
developing world?

I know a graduate student who would like to make that the topic of his thesis, and I myself am very interested in the subject. Given that the United Nations are making an effort to 'wire' Africa, for example, would there be any such projects there?
