The Office of U.S. Foreign Disaster Assistance (OFDA) of the U.S. Agency for
International Development is recruiting for the position of PVO (Private
Voluntary Organization) Coordinator.  This is a one year personal services
contract with possible one year renewal. This position is considered to be
equivalent to the GS 12 level. Starting date is September 1996.  As PVO
Coordinator, the Contractor will work to strengthen relationships with the
private voluntary, non-governmental and international organizations.  This
position is critical to OFDA not only because of the importance of good day-
to-day relationship with these organizations, through which most of the U.S.
Government disaster assistance is channeled, but because of the greater
coordination role being played by the U.S. with the donor countries and these
organizations.

Duties Include but are not limited to: -Serve as OFDA's general contact with U.S. and international PVOs by maintaining communication with the PVOs, responding to their inquiries, and performing outreach services. -Compile and maintain directories on OFDA funded PVO activities and help to assess disaster response capacities and capabilities. -During times of major disaster responses will serve as the primary liaison with U.S. and international PVOs/NGOs and international organizations. -Serve on OFDA disaster response task forces in the OFDA Operations Center as the liaison with PVOs, international organizations and UN agencies. -Work with PVOs and OFDA trainers to implement the Administrator's memo regarding PVOs addressing relevant principles and guidelines for linking relief and development. -Develop, in coordination with OFDA staff, criteria for assessing PVO proposals. -Oversee implementation of OFDA's cooperative agreements with InterAction, VITA and other PVO-related projects as required. Monitor program implementation to help the PVOs ensure effective project execution. -Represent OFDA at meetings initiated by InterAction or VITA and other conferences sponsored by members of the international relief community. Coordinate with InterAction to plan briefings on disaster stricken countries and on relief/development issues. Plan, design and facilitate the biennial OFDA PVO conference.

Qualifications: Bachelors degree plus three years experience working with PVO/NGOs and international organizations at disaster response locations is required. Comprehensive understanding of US and international PVO/NGOs and international organizations. In-depth understanding of USG response to disasters and the partnership with international organizations during an emergency situation. Ability to get a Security Clearance. Wordperfect for Windows, familiarity with Lotus, strong organizational skills, ability to communicate effectively orally and in writing.
