Have you thought about using bamboo poles about 12-15 high to make a
stockaade type enclosure.  I do not even think goats can climb a bamboo
fence - standing culms that high. You would have to make the ropes
between each and around each culm tight so the goats could not get thier
teeth into them andpull them away.  A standard Japanese type fence might
work.

MIght work. It would be quite attractive from the outside and nonone would know the goats were inside.
