The Information for Development Program (infoDev) in the Telecommunications and Informatics Division of the World Bank seeks an Assistant Administrator. infoDev is a global multilateral donor grant program managed by the World Bank to help developing economies fully benefit from modern information and communication systems. infoDev supports activities in consensus building and awareness raising, telecommunications reform, information infrastructure strategies, and pilot projects.
DUTIES: The Assistant Administrator will work 50% of the time on a follow-up project for the WTO telecommunications negotiations and 50% on administering the infoDev $B!G (Bs proposal review process. The WTO portion of this position involves organizing a technical assistance program for developing countries to implement regulatory regimes. Tasks will include: contacting signatory governments and regional telecommunications organizations, organizing and scheduling consultant travel, identifying consultants and writing their job descriptions (TORs), addressing World Bank contracting issues, administrative tasks related to hiring consultants, making travel requests, and completing statements of expense. The proposal review portion involves the oversight of the infoDev proposal evaluation process. Tasks will include: tracking the progress of approximately 50 proposals through various stages of evaluation using Microsoft Access and Lotus Notes, generating reports for various purposes using the proposal database, assisting in the production of Quarterly Reports, coordinating evaluators, responding to requests for information about infoDev, drafting program correspondence, and other assignments as needed.
QUALIFICATIONS: Master's degree or equivalent experience in relevant field; Familiarity with WTO and telecommunications policy; excellent oral and written communication skills; cross-cultural sensitivity; ability to prioritize numerous administrative tasks; excellent organizational abilities; proficiency in Microsoft Word and Access.
DESIRABLE: World Bank experience; Lotus Notes; Foreign language ability and additional computer skills
Pay is commensurate with experience and will be determined by the Human Resources Department. Competitive salary and benefits. US citizenship/residency not required. Interviews will be held in Washington, DC from August 25 - 29.
