The Canadian International Development Agency (CIDA) is
inviting Canadians and non-Canadians to give their views on
a draft CIDA policy on Gender Equality in Development. That
consultation will take place online from August 17th to
September 4th. [See below for subscription instructions] A
panel of guest participants will comment on the draft and
participate in the broader discussion. You are urged to
participate
CIDA, the government department responsible for development
co-operation, has been considered a lead donor in promoting
gender equity in development. CIDA's Policy on Women in
Development and Gender Equity has been updated twice (1991,
1995). The current policy has enjoyed wide use by both
governmental and non-governmental partners.
The CIDA Gender Equity Network has prepared a new draft
policy for consultation, available at:

in English,
French and Spanish. The draft includes changing from gender
equity to gender equality, to bring CIDA's language into
line with Canada's Federal Plan for Gender Equality and with
the Beijing Platform for Action, has a more rights-based
approach to development, and has a strengthened vision of
partnership between women and men. The draft also reflects
current best practices and draws on lessons learned.
CIDA's intent is to use the online consultation with people
in partner countries, particularly women, to ensure that its
policy on Gender Equality is conceptually strong, clearly
written, and developmentally sound, and that it responds to
the views of stakeholders in partner countries. CIDA is
also consulting with its staff, gender equity specialists
and development practitioners, other government departments,
academics, and partners in Canada.. CIDA will conduct a
parallel consultation with its own staff on CIDA's Intranet.

This on-line consultation, in English, French, and Spanish,
will run from August 17 to September 4, 1998. Please join
now, and urge others to join.
CIDA expects this exercise to both contribute to domestic
and international discussion on gender equality and a
rights-based approach to development, and strengthen our
understanding of using the Internet for citizen engagement
in important policy discussions.
On the basis of the Consultation, the draft Policy on Gender
Equality will be revised and taken
through an internal approval process to Canada's Minister
for International Cooperation and la Francophonie. The final
approved policy is expected to be announced by the Minister
in early 1999. The final version will be posted to the CIDA
website www.acdi-cida.gc.ca and made available to all
participants in the discussion.
