Interesting discussion.I am going to add just 2 points.
1. Why stop at WTO? Wy not include the otehr international economic agencies who have now broadened their agenda to the point that they control policymaking in most developing countries. They do so with no accountability. Witness the mistakes in East Asia and Africa with no heads rolling in thees places. In fact after the events, the Fund and the Bank have opened more offices and expanded their influence arounf the world.
2. As to cost of the download to the poor people, let us also not forget the cost of the shoddy advice that these people get from tehse agencies and their consultants. The poor in Afeica are burdened by multilateral debt. The ego and the lack of accountability to these organsizations continues to impose further debt on them while the conusltants fly first class and preach in 5 star hotels at exhorbitant rates. This could not happen in an international setup which was subject to accountability.
