In this second of three scheduled events, the dialogue will pick up from the EFA Decade review that comprised the July vent to engage NGO and other participants in an analysis of what opportunities were missed in the 1990s and/or warrant m ch greater attention as the calendar clicks over to a new decade, century and millenium. The central objective of this econd dialogue will be to start to establish a unified vision for a renovated and updated comprehensive set of aims and trategies for attaining EFA beyond the year 2000. The discussion will focus on trying to identify "missed opportunities from the Jomtien decade and those circumstances that could not be anticipated fully at the time of the Conference to be in to articulate new and renewed goals, approaches, partnerships, and other aspects of an integrated, global strategy fo attaining EFA. The invited speakers will instigate a dialogue attempting to address the question "What issues, concept , practices and models of basic education and collaboration does the international NGO community wish to promote and hel develop for the upcoming decade?" This new vision may either emerge from the NGOs' EFA experience with countries, loc les and donors over the past ten years or appear due to other experiences they have had, or haven't had, especially in l ght of the ever-evolving international political economy and development assistance context.
