I cannot resist to send public congratulations to Shem Oshudo for his documented demonstration and the subsequent conclusion.
Networking growth, in the South, have obviously more recognition to give to the national efforts to create, thru dialogue and negociation with the key partners (including telecom companies and public administration), the appropriate policy conditions, ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ than any technical and time limited contributions from abroad, for much spectacular that they want to appear (ref: "the fly-by-night cowboys from the west" of Ade Angwafo III <mailto:A.V.Angwafo@HERTS.AC.UK> comment).
The latest may take all the show part of the credit game witin the network expert community, but the users and institutions who get affordable, supported, federated and sustainable network access know well who build the ground. Create institutionality is the critical path, not the cabling. ^^^^^^^^^^^^^^^^^
Latin America is probably no different from Africa in that sense.
