INFORMATION SYSTEMS AND THE PUBLIC SECTOR

First Call for Papers

There will be a stream on 'Information Systems and the Public Sector' within the forthcoming international conference on Public Sector Management For The Next Century. The conference is to be organised by the Institute for Development Policy and Management at the University of Manchester, UK, 29 June-2 July 1997. The objective of the conference is to extend the understanding of public sector change in developing countries and transitional economies.

Papers are now invited for the IS stream from researchers, public sector managers, and consultants/practitioners. A broad spectrum of topics will be considered which could include (but will not be limited to): - Analytical case studies of IT applications in the public sector - Theoretical approaches to information systems planning, implementation and management in the public sector in developing countries - Understanding public sector IS from a socio-cultural perspective - The role of information and information management in the public sector - Mechanisms for improving manual information systems - IS/IT strategy in the public sector - The development of local capabilities for IS design and implementation - The impact of donor funding on the design and implementation of public sector IS - Outsourcing and other IS management issues - The impact of IS on public sector functions and public service delivery - The implications of networking for public sector IS - The relationship between IS and the new public management
