EXPERTS FOR REINTEGRATION PROGRAMMES RWANDA.We are assisting in searching for 3 experts for 6-12 months assignments in Rwanda. Dutch nationality preferred but not essential. Assignments are of policy and support nature with emphasis on donor programme implementation in Rwanda. In the light of massive returns from Zaire reintegration programmes are ongoing and being formulated. The experts will form part of these efforts. Must be available immediately.
Post 1. Reintegration and Development Specialist:
Keywords of TOR: 1. Reintegration programme concentrating on whole comunity as well as vulnerable groups. 2. Encourage sustainable livelihoods. 3. Comprehensive needs assessment to avoid overlap/ leakages. 4. Set-up M&E reporting systems for all donor funds. integrate in govt. set-up.
Background: Economist/Sociologist, Development Specialist specialised in reintegration, post conflict reconstruction. Min. 7 yrs in development context. excellent reporting skills.
Post 2. Senior Engineer:
Keywords TOR: 1. Ensuring integrated approach to shelter and resettlement programmes, basic infrastructure; ensure technical advice on civil engineering. 2. Policy formulation settlement planning, site preparation, public buildings, detention centres. 3. Capacity strengthening and guidance on technical matters: evaluating tech capacity, bills of quantity, competitive bidding, supervision of contractors and certification of works.
Background: Civil Engineer (Masters degree); policy formulation resettlement, inyegrated shelter programmes in LDC's; training/transfer of knowledge experience; familiarity with Rwanda= asset. french and English. min 5 yrs experience in development context. excellent reporting skills.
Post 3. Senior Justice/Governance Adviser
Keywords TOR: 1. Policy formulation programme/project development on governance and reconciliation. 2. Advice on judicial reform, prison reform, human security assistance to law, private sector etc, including guidance on efficient disbursement, implemention mechanisms for direct, national execution of programmes.
Background: Law or public admin. International experience. Min 5 years experience in development context. Familiarity with Rwanda =an asset. French and English. Excellent reporting skills.
