Advice re: Int'l Ed graduate programs

Hi folks!  I'm posting this to several different lists, so I apologize if
you've gotten more than one copy.

I'm interested in pursuing a career working with issues of international educational development and the role of telecommuncations, interactive media, and IT therein. At this point, I'm looking into applying for grad school, but I'm finding it hard to locate programs in International Education since it's a fairly narrow and young field. Can anyone recommend any programs that I should check out? The ones I already know about are Columbia, NYU, UMass-Amherst, BU, Harvard, Stanford, and SIT. What am I missing? Are there any such programs outside the U.S.?

I'm also looking into programs in Public Policy, Instructional Technology, or Int'l Development that I might be able to build an international education and/or telecommunications focus into. Any suggestions?

Finally, if you know what any of these programs are like (focus, academic standards, innovativeness, politics, networking opportunities, reputation, collegiality/friendliness, competitiveness of admissions, etc.), I'd love to hear about that as well.
