For some reason or another, known only to Mr. Johnson, those "colonies" will be disqualified from consideration. Perhaps because they were never "third world" countries. The time when "third world" countries came into existence, will of course, be determined by Mr. Johnson.When Mr. Johnson makes his mission clear, then we'll know why his statement is the "truth".
