It's obviously on the balanced-budget block, along with Vista and other diffused-benefit programs. In anticipation, perhaps, a fundraising letter says, The Fulbright Association was founded at a time when there was concern about whether the Program should be continued. The answer in 1976 was a resounding and committed 'yes.' But like so many other things that are taken for granted, the Fulbright Program does not get the credit that it deserves... That is why we must ask you to add the Fulbright Association to the list of oyuor most important causes... The US Government provides the majority of funds for Fulbright awards and that inspires other governments to follow suit. But we at the Fulbright Association are charged with the job of making the program better understood...
