Autonomy of program is one very real and justified reason. If brian wants
his program to become completely integrated and self sufficient then he
and any participants must command their destiny and the direction their
efforts will take them. I'm not saying that the larger donor organizations
are bad, but if you can do something from the grassroots level maintaining
financial and intellectual autonomy then maintain that road.
