What is REAP?

REAP is an initiative of the British Government Know How Fund.

The aim of the Know How Fund is to provide British technical assistance and expertise to support the transition to pluralist democracy and a free market economy in the countries of Eastern Europe and Central Asia (EE/CA). REAP will contribute to this aim by strengthening the capacity of higher education institutions (HEIs) in these countries to provide over time the human resource in key sectors to support transition.

REAP is a regional scheme.

REAP is sensitive to regional and national distinctions within EE/CA and is organised into three regions:

1. The Russian Federation 2. Ukraine, Belarus and Moldova 3.Central Asia: Azerbaijan, Kazakstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan; The Transcaucasus - Georgia, Armenia.

REAP is sectoral scheme.

REAP partnerships must be in KHF priority sectors:

Energy Agricultural Reform Small Business Health Management Financial Services Environment Privatisation & Enterprise Restructuring Good Government

These are general priority sectors for EE/CA as a whole. Information on country specific priorities can be obtained from the contact points given below.

REAP is a partnership scheme.

REAP will fund partnerships between well-matched UK and EE/CA HEIs to develop new education and training courses to provide the skills needed in a free market economy. A key feature of REAP is the emphasis on equal partnership, with the linked HEIs jointly responsible for planning the partnership, implementing activities and reporting progress. Each partnership should be in a KHF priority sector, and emphasise the practical application of relevant academic subjects. Weighting will be given to the establishment of modules integral to under- and post-graduate degrees and diplomas that receive official accreditation in the given country. Franchising of British courses is not admissible under the scheme.
