Books in Russian were rather affordable. Several current numerical methods were derived from the work of Tikhonov. I found it out while doing a library research on the research project I was working on in the US (magnetic resonance imaging). But no-one (or very rarely) cites Russian authors (I guess it was either taboo or not proper to do so). Even after mentioning this regretable missing reference to the US scientists I was working for, they did not include that reference. English translations did not help improving citation records of Russian authors.
In fact until 1990, there were in average more books available in the former USSR, including Central-Asia than in most Western countries (above ca. 2 academic volume per inhabitants -- in comparison France is below 1 academic volume per inhabitant).
