The Office of the General Counsel of the Asian Development Bank is pleased to announce the creation of a law and development electronic mailing list service, LAW-DEV. The site has been established to provide an international forum for discussion and exchange of information on issues relating to creating and sustaining legal environments conducive to economic growth and equitable social development in the emerging markets of Asia, Africa, Latin America, Eastern Europe and the Former Soviet Union.As economic liberalization and market-driven policies are adopted in transitional and emerging economies, the relevance of law to the development process becomes increasingly important -- particularly in the context of privatization, deregulation and mobilization of private-sector resources for investment in infrastructure, in developing capital and securities markets, and for broader concerns including environment, consumer protection and women-in-development issues. Further, in an era of increasingly limited resource availability from donor countries, many governments in transitional and developing economies have begun to focus on administrative reform to promote more efficient and effective use of public funds.
