PROGRAM OFFICER - Kigali, RwandaThe Office of Foreign Disaster Assistance (OFDA) of the U.S. Agency for International Development is recruiting for the position of Program Officer - Kigali, Rwanda. This will be a seven month Personal Services Contract(PSC) starting in February 1997.
Duties Include: Liaise with UN agencies and other international organizations in Rwanda Track humanitarian relief and rehabilitation issues Manage, monitor, and evaluate OFDA-funded grants/agreements Coordinate with donor community
Qualifications: Bachelor's degree with advanced training in international relations, economics, food policy, or related subjects Three years experience in emergency relief and humanitarian assistance Knowledge of BHR/OFDA operating procedures Overseas project management while working under civil conflict situations Experience in working with international organizations, USG agencies and NGO's Basic computer skills Excellent writing and analytical skills Knowledge of communications equipment, including satellite telephones, hand held R&R radios Proficiency in the French language preferred USAID Secret Level or higher security clearance required U.S. citizen
