You might be interested in the Tarahumara strategic planning conducted by the Tarahumara indians (Mexico) themselves. The only "external" input was the management of the process based on the Search Conference and Participative Design Workshop managed by Dr. Diemer (IIRM), Concepcion Lujan (PhD. candidate at NMSU) and myself.
