Dear All:

While the UNHCR is formally not a development agency there has, over the past ten years, been a move to make assistance policy more compatible with long term development objectives. I am currently in the preliminary stages of a project exploring the explicit and implicit developmental 'ethic' which is guiding these efforts. This is not a UN bashing excercise, but rather an effort to explore how best to provide long term assistance to the displaced.

I would welcome anyone's source suggestions or related work on the subject.
