(1) CHIEF OF PARTY/GRANTS MANAGEMENT: Purpose of contract is to manage USAID grants and assist USAID in capacity building of international NGOs.
Qualifications: *USAID contract/ grants management experience; preference given to former USAID contracting officers; *Familiarity with USAID regulations regarding administration of grant programs, including solicitation of grant applications; pre award assessments; award and negotiation of grants; post grant administration; and close out; *Experience with contractual and financial issues relating to management of USAID grant funds to NGOs including program and financial reporting requirements; *Ability to design accounting and managerial systems to support major grants; *15+ years experience in international development and some experience in working with NGOs required; *Ability to report and take directions from USAIDContracting Officer and Strategic Objective Teams.
(2) FINANCIAL ANALYST (FA): Responsible for reviewing financial systems of NGOs and PVOs proposed for grant award by USAID. The FA will be responsible for reviewing current NGO financial systems, identifying institutional weaknesses, drafting scopes of work for technical assistance, and monitoring NGO institutional strengthening program. The FA will work under direct supervision of the Chief of Party. The major duties of the FA will include: performing on site formal financial pre-award audits and reviewing proposed grantee budgets to determine grantee's financial capabilities; providing follow-on technical assistance or training to strengthen the financial systems of potential grantees to meet USAID accountability requirements; designing and conducting regional training workshops and seminars for grantees in improved financial management and administrative practices; and assisting in the preparation of Annual and Quarterly Work Plans. Salary will be commensurate with prior work experience.
Qualifications: *Degree and/or experience in finance, business administration, accounting; *Strong financial management and auditing skills; *Familiarity with NGO financial management systems and USAID grants management procedures recommended.
(3) EVALUATION EXPERT IN EDUCATION: Monitoring and Evaluation Expert for Int'l Education Programs. Qualifications: *Availability to travel overseas for short term assignments to evaluate education programs; *7+ yrs experience in evaluating international projects; *Overseas development experience and knowledge of foreign languages; and *Familiarity with USAID strategic objectives and results packages desirable.
