Release of Conference Proceedings - please circulate...Conference proceedings for the "Partnerships and Participation in Telecommunication for Rural Development" Conference, hosted by the Don Snowden Program for Development Communication at the University of Guelph, Canada on October 26 & 27, 1998 are now on-line (finally!) at: http://www.telecommons.com
