Agency A has local and overseas government input, but is expected to function like a non-government agency - this creates conflicting expectations. Agency B is governmental.

Agency A has the most advanced transportation, office, technology and computer systems. It is staffed by seven employees and a large number of contracted persons. Agency B shares space and technology with another agency, and is staff by one full-time and one part-time person. Agency C works from a room in the offices of an NGO, with two full-time persons, a computer, shared phone and fax, no internet connection, and a seven-year old vehicle (since upgraded) that will not see many more runs on our rural roads.

The UN is reducing its involvement in this country. Agency C is in a transitional phase and is presently seeking funding from local resources.

The UN has no more evident political influence in Jamaica than Jamaica has at the UN. Agency A's and B's efforts have been welcomed and supported, as far as these efforts have gone. The contribution of Agency A and Agency B the total picture is relatively too small to impact on the image of US as a powerful figure (some say bully) to the north, and Canada as a comparatively wealthy associate that shares our British connection.

My questions for you: What is your name? What are some of the case studies that you have of development techniques that work/do not work?
