Dear Rafe,I would like to hear your thoughts on the previous message concerning the participation of developing country subscribers on this list. I have been a member for a few months now, and the messages from Northern subscribers seem to outnumber those from the South by a large degree. It seems to me it is a listserv for Northern development professionals to debate approaches to development. Not that this is not an important debate! But, considering that the theme of the list is technology transfer in international development, is VITA taking steps to encourage Southern participation? The first that comes to mind is to more strictly moderate discussion, so that Southern participants can afford to subscribe (i.e., they don't get deluged with long messages not directly relevant to the topic). How about two listservs, one to serve the discussions which currently dominate the list, and a more restricted one to facilitate technology transfer in international development?
