Anyhow, a grad school offering international studies and located in Washington DC I could recommend is Johns Hopkins University, School of Advanced International Studies, Massachusetts Ave., right on "Embassy Row" in close vicinity to the White House and the Smithsonian as well as close to the World Bank and the IMF.
Though I'm not sure you can study literature there, I believe a love for literature can well be satisfied in private at any of the associated schools and other public libraries in the District.
