POSITION TITLE/SERIES/GRADE: Technology Licensing Specialist, GS-601-11/12/13/14 AREA OF CONSIDERATION: All Sources (Status and Non-status Candidates) and surplus/displaced Federal employees

PROMOTION POTENTIAL TO: GS-14 DHHS, NIH, Office of Intramural Research, Office of Technology Transfer, Division of Technology Development and Transfer Rockville, Maryland NUMBER OF VACANCIES: Multiple DUTIES: This position serves as a Technology Licensing Specialist for the Office of Technology Transfer's, Division of Technology Development and Transfer and will be responsible for handling caseloads of technology transfer items of national significance, including licenses resulting from inventions under Cooperative Research and Development Agreements (CRADAs). The incumbent will negotiate licenses resulting from inventions under CRADAs, licenses resulting from intramural inventions and transfers, and licensing of biological materials. The incumbent will also assess the commercial potential of inventions through a thorough review of information from patent applications, inventors, companies, and publicly available materials and assess the commercial potential of inventions through a thorough review of information from the patent applicant. This position also participates in multifunctional patent/licensing meetings to develop licensing plans tailored to each invention and handles inquiries from companies seeking to license technologies. QUALIFICATIONS REQUIREMENTS: Candidates must possess one year of specialized experience which is comparable in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience which is in or related to the line of work of the position and which has equipped the candidate with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Candidates must also possess a degree for a major study in an academic field related to the health sciences or allied sciences appropriate to the work of this position. All applicants must address the following Knowledge, Skills, and Abilities (KSAs): 1. Knowledge of the laws, rules, and regulations applicable to patents, royalties, and licensing. 2. Ability to analyze, evaluate, and perform state-of-the-art assessments on the commercial potential of inventions. 3. Ability to conduct negotiations on patent licenses and research collaborations involving government, industry, and/or academia. 4. Ability to identify and interact with pharmaceutical, biomedical and biotechnology company representatives and advise on Public Health Service inventions, materials or other intellectual property available for licensing.

In addition to meeting the basic qualifications requirements, including any selective factors, surplus/displaced employees must meet the mid-level of the crediting plan or established cut off score.
