The Scuola Superiore di Studi Universitari e di Perfezionamento S. Anna of Pisa, Italy, is a public institution for university education whose aims are to promote and advance scientific knowledge both through university study and doctoral research, as well as training gifted scholars for scientific research and the teaching profession. The Training Programme: The Civilian Personnel of Peace- keeping/Humanitarian Operations and Election Monitoring Missions: Volunteers, Officers, Observers, is one of the post- graduate activities of the Scuola Superiore S. Anna. The Training Programme was formally estabilished in 1995 as an independent and non-governmental entity. The Programme's scientific aims, research activities and teaching techniques are based on the highest academic standards. It has a full-fledged international inspiration and maintains strong links with the United Nations, the European Union and other international organizations.

THE INSTITUTE FOR INTERNATIONAL LAW OF PEACE AND ARMED CONFLICT, RUHR-UNIVERSITÄT BOCHUM, GERMANY

The Institute was formally founded in 1988. It is an independent interdisciplinary research Institute of the Ruhr-Universität Bochum. The objective of the Institute is to intensify academic research and instruction in the fields of armed conflict and ensuring peace. The Institute's twofold and comprehensive objective of dealing with issues surrounding both peace and armed conflict takes into account the growing interconnection of these areas of international relations which has appeared in recent years in academic discussions and in the practice of international law. In addition to the intensive specialized research work in the field of international law, the conception, preparation and realization of interdisciplinary research projects, is an important mean to further the objectives of the Institute.

HUMAN RIGHTS CENTRE UNIVERSITY OF ESSEX, ESSEX, UK

The Human Rights Centre at the University of Essex was founded in 1989. The Centre co-ordinates the University's interdisciplinary human rights teaching programmes as well as a programme of research, training, external consultancy and publication on international, comparative and national aspects of human rights. The Centre aims to give a focus in Britain for research and teaching on the study of human rights and is distinctive in the emphasis it gives to the integrations of human rights theory and practice and in its concern with international humanitarian law. The Centre has good relations with the United Nations Human Rights Centre, and international and national NGOs.

TRAINING COURSE FOR HUMAN RIGHTS FIELD OFFICERS

The Training Course for Human Rights Field Officers was conceived to meet the very needs of the European Union and other international organizations involved in protecting human rights. The European Union, with the entry into force of the Maastricht Treaty on November 1993, marked a new phase of its policy on human rights and democracy. Promoting human rights and democratization has become one of the main objectives of the European Union. In March 1995, for example, the European Commission contributed a contingent of over 40 personnel to the human rights field operation in Rwanda of the High Commissioner for Human Rights. In addition to the practical involvement on the ground, the European Commission and EU Member States contributed around 80% of the operation's budget. Similarly, the European Commission is supporting financially the UN human rights activities in both Burundi and Colombia. The mandate of Human Rights Field Operations is becoming more and more complex and implies a wide range of duties, e.g. human rights violations fact-finding, trial observation, human rights education and promotion, implementation of confidence building measures, and programmes of technical co-operation for the administration of justice. Effectiveness and success of many human rights operations could be jeopardized by the lack of professional personnel. Several international institutions and agencies recommended Member States and universities to develop training opportunities. The Training Course for Human Rights Field Officers is intended to meet this recommendation. Its aim is to offer technical and operational preparation for human rights field officers and volunteers, by giving professional mission oriented training. The Course has been conceived in co-operation with several international recruitment agencies and human rights institutions. It received a significant financial contribution from the European Commission, DG I A.

ORGANIZATION

The Course is organized by the Training Programme: The Civilian Personnel of Peace-keeping/Humanitarian Operations and Election Monitoring Missions: Volunteers, Officers, Observers, Scuola Superiore S. Anna, Pisa, Italy, in co-operation with The Institute for International Law of Peace and Armed Conflict, Ruhr-Universität Bochum, Germany, and the Human Rights Centre, University of Essex, Essex, United Kingdom.

PERIOD

1 - 10 April, 1998.

PROGRAMME

The Programme is divided into the following 4 sections:

I. Context Lectures on: International Human Rights Law; International Humanitarian Law, Universal Human Rights Machinery: UN Treaties, Bodies, Institutions and Agencies; UN Human Rights Missions and Field Missions with Human Rights Tasks; Relevant Aspects of European Law; The European Union Activities in Human Rights Protection.

II. Activities Seminars on: Information Gathering/Dissemination and Information Handling (the question of Confidentiality); Promotion and Education of Human Rights; Human Rights, Democracy, and Elections; Relationship with Local Population and Authority, Relations with the Media; Relations with NGOs; Military/CIVPOL/Civilian Co-operation; Victims Support.

III. Personal Skills Seminars and Practical Training on: Deterrence; Investigation; Reporting; Working with Drivers/Interpreters; Personal Security; Mine Awareness; Radio Communication; Preventive and Emergency Medicine; Stress Management; Field Logistics and Administration.

IV. Conflict Resolution Seminars, Simulations and Role-playing Sessions on: Conflict Resolution, Negotiating Skills.

TEACHING STAFF

The Course is conducted by international experts from both academic and applied settings. Teachers are chosen among academics, officers of international organizations, police and armed forces officers, NGOs representatives. English is the working language

CERTIFICATE

At the end of the Course the participants who have attended at least 85% of the Programme will receive a Certificate of Attendance.

FOLLOW-UP

The Course will keep an up-to-date list of the participants and of their subsequent positions and assignments. The participants will be selectively proposed for the rosters and enlistment rolls of international organizations, national agencies, NGOs and research centres.

REQUIREMENTS FOR ADMISSION

The Course is open to no more than 25 participants. Applicants must be citizens of one of the European Union Member States. They must be aged between 25 to 40 years and have an excellent knowledge of the English language and of another EU language. They must have a university degree in one of the following discipline: Law; Political Science; Social Sciences; International Affairs.

METHOD OF SELECTION

Applicants will be selected on the basis of their curriculum vitae and their application. The selection will be made by a special Commission whose judgment is final. The Commission will be composed by an international board of examiners. Preference will be given to applicants having specific qualifications and experiences. Previous field experience and knowledge of other languages will be an asset.

REGISTRATION

The total cost for registration is 200 ECU and includes registration, tuition, and reference material. Successfull candidates must pay the registration fee by 9 March, 1998. At the beginning of the Course participants will receive a financial contribution for their travel and full board expenses. This contribution will vary according to the place they are coming from.

Applications that arrive after the above mentioned deadline will not be accepted. Applications sent via e-mail will not be taken into consideration. Otherwise they will be excluded from the Course.
