Regarding JCW's recent sardonic posting about US citizenship
requirements:  I received the following job announcement (abridged for
courtesy's sake), from a list serve called ECON-SOC-DEVT, which is
based in England.

We are all aware that a good chunk of the US Government's foreign aid is used to hire US citizens for foreign postings, to purchase American goods for overseas distribution, to ship goods on US flag ships, etc. Without these requirements, few legislators would approve the foreign aid budget each year, especially for black hole countries like the Sudan and Somalia. That's not going to change anytime soon -it's not a perfect system, but it does have merits.

The recent thread about the validity of using citizens of this country or that country as "experts" has been excellent; but just for the record, have a look at how the EU handles its money, and note the lengths of the assignments (Note: I deleted the lengthy "Qualifications" descriptions, but took no other editorial liberties, such as adding emphasis.):

AREA OF PROJECT: Research Extension Management Programme / Co-ordination and technical assistance to the local National Planning Commission and Ministry of Agriculture and Rural Development

PERFORMANCE PERIOD: November 1998 - October 2002

The PROGRAMME PURPOSE is to facilitate communal economic initiatives in the private sector and to provide effective information and advice to small-scale agricultural and rural producers. The Programme will shift emphasis from the search for technical solutions of particular problems, to the management of the investigation and extension processes. The aim is to enable producers to better cope with their local circumstances, to seek assistance and advice if appropriate, and to increase their incomes.

The MAIN RESULT will be to enable the MoA to turn the farming systems research/extension approach to rural support services into reality. The goal is to complete the ongoing institutional reforms and consolidate the management capacity, skill and confidence of the extension and research staff, and so to establish a competent and flexible field service capable of responding to producers' demands.

5 RESIDENT TECHNICAL ADVISERS REQUIRED:

- 1 Senior Research / Extension Management Specialist and Chief Technical Adviser (48 months)

- 1 Senior Research / Extension Management Specialist (36 months) Same as above. He will seek to develop the capacity and knowledge of all the sub-Divisional research/extension staff

- 2 Research / Extension Management Specialist (36 months each) Same as above. 7 years of professional field experience, of which at least 5 years in development countries

- 1 Agricultural Economist / Management Specialist (36 months) He/her will be expected to operate with, and improve the capacity of, extension management staff at all levels in all the communal farming areas. He /her will work closely with the staff of the Agricultural Planning Division.

SHORT TERM TECHNICAL ASSISTANCE REQUIRED:

- Procurement Specialist (2 person-months)

- Agriculture Research Planner (3 person-months in two visits). 10 years of professional field experience as an agricultural or biological research scientist, of which at least 6 years in development countries. Proficiency in English

- Group Development Specialist (4 person-months in two visits). 10 years of professional field experience as a social or behavioural scientist, of which at least 6 years in development countries. Proficiency in English

- Institutions Specialist (1,5 person-months). 10 years of professional field experience as a management or organisational behaviour scientist or adviser, of which at least 6 years in development countries. Proficiency in English

- Mass Media Specialist (1,5 person-months). 10 years of professional field experience as a mass media producer and/or adviser, of which at least 6 years in development countries. Proficiency in English
