Come on, Doc! Are you seriously asking this question, or trying to raise awareness that these people are (often) asked to carry out 'secondary' duties and (sometimes) full-time employed by other agencie(s), somewhat less philanthropic... If the US need several hundred cloak'n'dagger people in a particular country they can't stuff them all into their embassy, like the Russians used to do, can they?
