   Capital Markets Development at the Subnational Level

                        Lessons and Opportunities for
              Latin America and Central and Eastern  Europe
                   Santander, Spain - October 26-29, 1998

We are pleased to invite you to the First World Bank Conference on Capital Markets Development at the Subnational Level -- Local Strategies to Access Financial Markets: Lessons and Opportunities for Latin America and Central and Eastern Europe, to be held in Santander, Spain during October 26-29, 1998.

This conference, sponsored by the World Bank and Santander Investment, will gather participants from national and local governments in Latin America and Central and Eastern Europe, investment bankers, credit rating agencies, insurance corporations, investors and multilateral organizations to learn from their respective experiences and evaluate the pros and cons of subnational access to capital markets and to gather a sense of good practice. The exchange generated at this conference should allow national and subnational governments from Latin America and Central and Eastern Europe obtain a better understanding of a number of key dimensions of the subsovereign borrowing process. In particular, the Conference will cover: the macroeconomic and other public policy issues involved in subnational government borrowing authority; the breath of legal and regulatory frameworks governing such authority; the financing options available to subnational governments as they access domestic and international markets for funding; the role of the various key actors in the process; the experience of selected provinces and municipalities of these two Regions that have already accessed international capital markets; and the importance of sound financial management.

Approximately 250 participants from Latin America and Central and Eastern Europe will be present at the event. The format of the conference has been designed in plenary and breakout sessions to enable an active participation of the speakers and guests and to contribute to the agenda of priority issues that must be addressed in Latin America and Central and Eastern Europe on the access to financial markets by subnational governments.

A block of rooms has been reserved at the Real and Sante Mar Hotels at special rates for conference participants.
