TO: Local Committees of the NCDM, fellow activists, networks, non-profits providing humanitarian aid to Mexico, scholars, students, other organizations FROM: National Center of the National Commission for Democracy in Mexico, USA/ Cecilia Rodriguez DATE: June 1, 1995 RE: Survey on National Mobilization for October 10th, 1995

One of the important things which occurred in the meeting of the National Commission for Democracy in Mexico, USA in Houston, Texas was the acknowledgement of the need to manifest a national presence, to gather all our folks, so to say, and to demonstrate to both the U.S. and Mexican governments the extent of popular support for the EZLN and the broader democracy movement in Mexico.

On October 10th of this year, President Zedillo will be present in Washington, D.C. in an official visit. Since this is five months away, we decided this would give us sufficient time to prepare and evaluate our ability to pull off a national mobilization.

We did not however, want to make it a half-hearted effort that would only pool a few people. We agreed therefore to do the following;

- The National Center, and the groups located closest to Washington, D.C. would carry out a survey in order to evaluate how many people we could bring to Washington. - We would give ourselves until June 30th, at the very latest, to evaluate the feasability of this mobilization and to begin the official preparation.

This, therefore constitutes the first step of this survey. Below is a brief set of questions we are asking you to respond to in order to evaluate the feasability of this mobilization. PLEASE RESPOND AS SOON AS POSSIBLE, since the obstinance of the Mexican government is at all times biting at our timeline for a peace with dignity in Mexico.

Please fill out the survey and send it to us by e-mail, fax, or the U.S. post office as soon as you can. As you discuss your decision about whether or not to participate we want to mention the following;

-The Mexican people have lost jobs, schooling, etc., in order to participate in the work of building a democracy in Mexico. They pool their money, and make sacrifices, and appear at sites by the tens of thousands. -The campesinos who live in Chiapas walk by dark, steep, muddy roads in order to provide security for the Zapatistas in San Andres Larrainzer. Hungry, cold, wet, their children on their backs, and their homes untended they nevertheless manage to arrive by the tens of thousands. -The people of the state of Tabasco are WALKING on the narrow, poor highways for 750 miles from Vallehermosa to Mexico City, in their struggle for democracy.

The Mexicanos set a standard for the tenacity required in the struggle for a "new peace with dignity". With our modern, paved, highways, air-conditioned buses and cars, credit cards, faxes, telephones, and high standard of living; CAN'T WE DO THE SAME, OR MAYBE MORE?

Aun asi, no queriamos hacer un evento que reuniera poca gente. Por eso acordamos hacer lo siguiente;

Por favor respondan a la encuesta y envienosla por e-mail, fax o correo lo mas pronto posible. Mencionamos lo siguiente mientras consideran su decision sobre su participacion;
