I would contact CREST (the Center for Renewable Energy and Sustainable Technology) in DC to see if there are any hands-on solar workshops. Their URL on the Web is http://www.solstice.org/ . I'm not sure, but you might get a response if you email mailto:info@solstice.crest.org.
